Economic Development

The Armstrong County Department of Economic Development provides staff to the Armstrong County Industrial Development Council (IDC), a 501(c)(3) non-profit economic development corporation.  By providing tools such as financing, site selection, workforce development assistance and more, the IDC's goals are to improve Armstrong County’s business environment through retention and expansion of existing businesses and attraction of new investment. Conservation Dist.

Conservation District

The Armstrong Conservation District works to restore degraded watersheds, promote sustainable farms, healthy forests, and growing vibrant and sustainable communities. The District will work with many private and public partners for the betterment of our natural resources and the citizens of Armstrong County. The District provides technical, administrative, and financial support through many programs such as the dirt, gravel, low volume roads program; the agricultural lands preservation program; the erosion and sediment pollution control program; the watershed protection and restoration program; and many other outreach efforts of the District



The Armstrong County Jail, which opened in August of 2003, has a capacity of 158 inmates. The facility grants a safe environment to the Armstrong County community by providing the care and control of the jail's residents.


Belmont Complex

For over 50 years, the Belmont Complex has been a recreational facility that draws over 40,000 residents and visitors alike to the arena, pool and banquet facilities yearly.

Housing Rehab Poster
The Housing Staff provides support to the Non Profit Housing Corporation (NPHC) and manages a variety of housing assistance programs designed to help income qualified and special needs individuals. When developing the County’s housing programs, data outlined in the 2008 Armstrong County Housing Needs Analysis or Census Data has been utilized.  Those programs include:
Accessible Housing Grant
A county-wide handicap accessibility improvements grant program for the permanently disabled living in rental and owner occupied housing.  To apply, download and complete the Housing Rehabilitation Program Intake Form.
USDA, Rural Development Loan Packager Program
USDA, Rural Development offers programs to Armstrong County residents who may qualify for home purchase or construction loans (Guaranteed Housing Program) or rehabilitation grants/loans (The Rural Repair and Rehabilitation Loan and Grants).  For more information on the programs, please go to or or call the Regional USDA, Rural Development Office in Butler PA at:  724-428-4800, ext. 100.
Housing Preservation Grant Program
A county-wide grant program for very low income owner occupied homeowners to make program eligible general home improvements of their choice.  To apply, download and complete the Housing Rehabilitation Program Intake Form.
Manor Township Housing Rehabilitation Program
A Manor Township-wide housing rehabilitation grant program for income eligible homeowners who need general home improvements that are code deficiencies.  To apply, download and complete the Housing Rehabilitation Program Intake Form.
Senior Home Repair Program
Program provides seniors 60 years of age or older with a grant of up to $6,000 and technical assistance to repair/replace their furnaces and/or their roofs.  To apply, download and complete the Senior Home Repair Pilot Program Intake Form.
Basic Eligibility Requirements:
•  All of the programs require that applicants are within income limits    established annually by the Pennsylvania Department of Community and    Economic Development.
•  Applicants must own and live in the homes which they are applying for    funding to improve.  Those programs include the Affordable Housing    Program, USDA, Rural Development’s 504 Program, Housing Preservation    Grant Program and the Manor Township Housing Rehabilitation Program.
•  Renters may be eligible for funding through the Accessible Housing Grant    Program and the USDA, Rural Development’s 502 Program.
Elderton Heights
NPHC also owns Elderton Heights, a residential subdivision located in Plumcreek Township.  The single family housing community is fully served with public water and sewage.  At this time, only two lots remain and prices have been reduced.  ELDERTON HEIGHTS HOUSING LOTS PRICED TO SELL:

Fair Housing
The County of Armstrong shall not have "any preference, limitation or discrimination because of race, color, religion, sex, age, handicap, familial status, ancestry or national origin or intention to make any such preference, limitation or discrimination."  The Armstrong County Fair Housing Officer will forward all individual complaints filed to the U.S. Department of Housing and Urban Development (HUD) and the Pennsylvania Human Relations Commission.  HUD staff and the PA Human Relations Commission review all complaints and work to resolve the issues surrounding each viable complaint.  To submit a complaint, please open and complete the Housing Discrimination Complaint Form.  Once the form is completed, please save a copy and send as an e-mail attachment to This email address is being protected from spambots.
